Facilities and Contracts Head(Engineering)

1. JOB OBJECTIVE To contribute in the development and growth of company by ensuring contracts are procured to the company’s best interest and administered to international standards with good control on cost, progress and deliverables 2. KEY ACCOUNTABILITIES: Description of Roles & Responsibilities 1. Provide support to the Engineering Department for contracting and procuring services for land development in international locations. 2. Develop and lead the Contracts team, including QS, contract administrators/engineers and external consultants. 3. Responsible for all contract related matters. Prepare, negotiate, execute, administer in accordance with company policies and legal requirements for consultancy services, construction and maintenance contracts. 4. Prepare Tender and Request for Quote/Proposal documents. 5. Taking-off quantities from drawings and preparing BOQ. 6. Develop and implement procurement and contracting strategy. 7. Develop, implement and maintain tendering and contracting process and systems. 8. Create standard templates and forms for procurement and contracts. 9. Develop and administer tender and proposal evaluation process. 10. Quantity and Cost estimation for feasibility studies and financial modelling and planning. 11. Establish database of suppliers, consultants, contractors and cost information for all international development locations. 12. Overall Contract administration and management. 13. Administer variation orders and manage claims. 14. Coordinate with project development team, consultants, designers, authorities, clients. 15. QUALIFICATIONS, EXPERIENCE, & SKILLS: Minimum Qualifications: B. Eng (civil) or B. Sc (QS) or equivalent in Contracts Management Minimum Experience: • 10yrs experience with minimum 2 years in QS / contracts management consultancy office • Experience in independently leading Contracts team for land developers • Experience in drafting, executing and managing contracts up to 200Mil USD single project value • International project experience in mixed use developments and particularly in civil infrastructure works. Exp in logistics and industrial park developments an advantage Job-Specific Skills:  RFPs and Contract Drafting  Contracts and Claims management  Familiar with FIDIC form of contract conditions (esp design & build)  Familiar with the international contracting concepts, practices, and procedures.  Knowledge of international development and construction cost data and trends  Preparing Bill of Quantities  Development Cost estimation  Use of Computer Software: o Microsoft Project or Primavera P3 o Microsoft Office o Other contract admin software  Language skills o English – Fluent in Written & Oral (Essential)  Other requirements o Willing to travel o Proactive team player o Resourceful o Ability to work in evolving and unstructured environment o Able to perform independently and prioritize 16.
