Manager Public Affair (Pharmaceutical)

The purpose of this position is to : • Protect and expand patient access to Company’s products • Help maintain and foster a favorable marketplace • Preserve our intellectual property rights • Proactively position Pfizer, its brands and pipeline as a worldwide leader in biopharmaceutical innovation Position Summary: Provide strategic leadership across the business in respect to Government, Patient Advocacy Group, Media, Industry Associations and other access related customers such as: NGOs, Think Tanks, Politicians, Professional Associations etc. to ensure Company’s Gulf meets its strategic business goals and financial objectives This position is responsible for leading strategic communications, issues management and provide brand public affairs and access direction and support to the Gulf States. This position will work closely with the various teams in the Gulf States and the Gulf leadership team, Regional PA & P Director MER and Snr Manager Brand Public Affairs, AfME and effectively in cross-functional teams and markets to advance public affairs , communication and access strategy. This position will report to the Country Manager – Gulf States ( solid line – operational ) and the Regional PA&P Director MER ( dotted line – functional ) 1. Jobholders’ Duties/ Responsibilities Organizational leadership & planning Provide strategic leadership across the business on government and access related customers • Serve as a member of the Country Leadership Team, representing government, media, patients advocacy groups and access related customers • Ensure appropriate alignment across business units, customer directorates and AfME regional office • Provide clear articulation of customer strategy and operating plans • Conduct PAP environmental trends and update CLT on on-going basis • Be accountable for developing quality relationships with government and access customers and for establishing partnerships in areas that will help Company’s obtain access, reimbursement and pricing, in line with Global & country Pricing Policy • Serve as a strategic interface for government and market access customer group in the organization • As part of the CLT, participate in the development of the country strategic and operating plans, including prioritization of cross-functional programs Government and Public Affairs: to develop a strong network (government and industry) to help Company’s anticipate policy changes, analyze and better understand policies under development, and ultimately help design and implement strategies and plans that aim to improve the environment for the pharmaceutical industry and Pfizer. Protect and enhance intellectual property through awareness and lobbying to enforce IP law implementation . • Ministry of Health • Reimbursement Authority • Ministry of Finance • Government Think Tanks • National Legislature • Patent office • Foreign Embassies( mainly US ) and Trade representatives Market Access : to design and implement strategies and plans to achieve optimum results in terms of product pricing, reimbursement and formulary inclusion, product uptake and time to market. Target customers specific to health care/pharmaceutical regulation, advocacy groups and other relevant third party interest groups. Responsible to drive stakeholder mapping for the affiliate and development of patient access strategy according to product lines To achieve these objectives he/she need to collaborate and work closely with a lot of stakeholders • Ministry of Health • Reimbursement and formulary inclusion Authorities/committees • Government Think Tanks • Internal stakeholders ( marketing/brand teams ) • Global pricing and reimbursement /HO groups • KOLs Industry Affairs: to design and implement strategies and plans which influence the agendas of trade associations in order to effectively address the main issues that the industry face in the said market. Enforcement of Code of Promotional Practice within the Gulf. • Pharma • Local Industry Association • Other Industry Collaboration Brand Public Affairs : • To develop and execute Brand Public Affairs strategies and access tools/programs on priority brands in collaboration with the Country management teams • Work closely with the managers/stake holders to analyze and evaluate market trends and ensure the market trends and analyses are fully embedded in the early development of the Brand strategies and broader Brand Plans developed by the Marketing team. • Create and maintain win-win partnership with key stake holders to enable the achievement of country Brand PA and Access strategies and ensure key stakeholder insight is embedded in Brand Plans/PAP Strategies development by the Marketing team. • Developing relationships with key customers/payers in the region to enable achievement of product access goals. Patient Advocacy Affairs: to design and implement strategies and plans (targeting patient representative bodies/groups) which leverage 3d party patient support within the demand realization process and the uptake of innovative products. • Advocate Identification/development • Advocacy Training/Education • 3d Party Lobby/endorsement • Interest Group Relations (neutralize negatives) Qualifications , Experience & Skills • University degree; B.S.( Medicine or Pharmacy ) or B.A in English/Communications or related field like Journalism/PR, media. • Five to 10 years of experience in the healthcare, pharmaceutical or relevant sector • Understanding of healthcare landscape dynamics preferred, including how the direct and indirect influencers of Pfizer's business interact • Experience working with government and other external stakeholders in the Gulf is a definite asset • Highly developed influencing and negotiating skills. • Strong analytical, planning, attention to detail, and prioritizing skills. • Customer-focused/led by stakeholder needs. • Ability to work with deadlines and maintain high levels of professionalism under pressure. • Understanding of how to effectively use communications to influence internal and external audiences. Experience with a management of intranet or internet. • Able to work effectively across functions and levels; strong interpersonal and leadership skills. • Excellent written and oral communication skills. • Bilingual: Arabic and English: required
